Carbon Trust announces changes to ECA scheme
The Enhanced Capital Allowances Scheme is being updated and the Carbon Trust has proposed a number of changes to the Energy Technology List. Changes are expected to come into force next Spring.
The Trust believes that biomass air heaters and permanent magnet motors should be added to the list of technologies that qualify for the tax benefits under the ECA system.
The Trust has also proposed to change the eligibility criteria for the following technologies:
* Biomass Boilers and Roomheaters
* Hot Water Boilers >400kW
* Hot Water Boilers <=400kW
* Packaged Chillers
* Refrigeration Compressors
* Refrigerated Display Cabinets
* High Efficiency Lighting Units
* White Emitting Diode Lighting Units
Anyone interested in seeing the detail of the new criteria can receive a report by emailing the Carbon Trust ECA inquiry service.
Compact Heat Exchangers and Liquid Pressure Amplification are to be removed from the list.
The Carbon Trust is taking part in a final consultation on the proposed changes from the middle of this month until January 12 and says any comments it receives by email will also be considered. If you wish to comment use the same email link above.
The Trust also points out that "there may be minor changes in the eligibility criteria in some other technology areas such as the updating of standards and the evidence needing to be provided with applications".
It does not expect "these minor changes" to affect currently listed products.
Manufacturers whose product may be removed from the ETL will be contacted in February or March and may be asked to provide additional information to show that their product will continue to meet the changed criteria.
"To aid the smooth-running of this process, manufacturers are therefore encouraged to check their details located on the Energy Technology List website to ensure their product and contact details are correct," said a Carbon Trust statement.
