Buildings must generate their own power

The revised Energy Performance of Buildings Directive (EPBD) will include a requirement for all new buildings built after 31 December 2018 to produce their own energy from on-site renewables.

The committee advising the European Commission on the content of the so-called EPBD2 has published a proposal on the European Parliament website for all new buildings to produce as much energy as they consume.

They have also called for a reduced rate of VAT on all goods and services related to energy efficiency.

The new Directive comes into force on 30 June 2010 with all EU member states given a year from that date to produce national action plans. These will be expected to include 'financial instruments' outlining how investment in energy efficiency measures can be increased such as low interest loans, tax breaks and tax penalties. The Directive will also increase pressure on energy companies to provide financial support to their customers for investment in improving the energy performance of their homes.

The committee has also proposed that energy efficiency measures receive an increased share of 15 per cent of the funds available from the European Regional Development Fund.
